TECHNICAL SUPPORT

The PWG members have provided technical support to multiple organizations and entities. Below a summary of recent engagements.

 

Recent projects

  • Institutional Capacity Assessment of Provincial Disaster Offices, Papua New Guinea (2026). Assessment of Papua New Guinea PDO capacities to manage disaster risk at provincial level and development of tailored recommendations and roadmaps for capacity strengthening.

 

  • Evaluation of UNICEF’s global preparedness efforts (2025). A team of eight consultants (including Spielberg F. and Ressler E.) reviewed the organisation's last decade of emergency preparedness, covering the period 2013-2023. The work involved extensive interviews and/or site visits to 30 country offices, retrospective research of organisational protocols and procedures, and the elaboration of a set of

recommendations to guide UNICEF's future work in emergency preparedness. Client: UNICEF Evaluation Office.

 

  • Evaluation of WHO's preparedness and response to the Ukraine emergency (2023-2024). A team of three consultants carried out an evaluation of the humanitarian efforts of WHO in Ukraine and seven neighbouring countries, to assess efforts during the first two years of conflict and displacement,

2022-2024). The team carried out extensive document review, interviews with current and former staff, and held participatory workshops in Poland, Copenhagen and Geneva. The final report included specific

 

recommendations targeted to different parts of the organisation. Client: WHO Regional Office for Europe.

 

  • Strategy Development for Climate Change, Energy, Environment and DRR (CEED) in the Pacific Region (2023-2024). Consultant organized participatory workshops in Fiji and Vanuatu with UNICEF staff to brainstorm theregional five-year strategy on Resultant document and flow chart was

presented to Regional management and approved. Client: UNICEF Pacific Island Office.

 

  • Facilitation of public health simulation for a pandemic emergency in the European region (2022). Consultant co-facilitated the annual JADE exercise for WHO, testing the national focal points for the International Health Regulation in 47 participating countries of Europe. Tasks involved planning methodology and injects, running the exercise on three days for different cohorts, leading the debrief and elaborating the final Client: WHO Regional Office for Europe.

 

  • Training of UNICEF National Committees on hurricane preparedness (2020-2022). Consulting team of two (including Spielberg F) provided guidance and technical support to UNICEF NatCom staff in four high-income Caribbean island states toscale up their readiness for hurricane Methodology involved contingency planning, training, table topsimulation exercises and documentreview. Client: UNICEF Regional Office for the Americas.

 

  • Regional Emergency and Crisis Management Training (REACT), WFP Cairo Regional Bureau and interagency partners (2014)

 

  • Establishment of the WFP and Interagency Humanitarian Preparedness and Response Depot, El Salvador (2008-2009)

 

  • WFP Launching and management of the multihazard Sistema de Alerta Temprana para Centro America (2007-2009)

 

  • Launching and management of the Interagency multihazard Humanitarian Early Warning Service (2004-2006)

 

  • Coordination of the IASC Emergency Preparedness and Response Working Group (2003-2006)
